Ever since the Opera team started working on the new Opera 10.50 / 10.51, there were no .deb or .rpm packages but this finally changed and you can now install Opera 10.50/10.51 in Debian (and derivatives like Ubuntu, etc.)
It was first reported that 10.04 Lucid Lynx would make the switch to base-10, but it was eventually delayed to lucid+1 (10.10) as all applications didn’t comply with the new units policy and were still using base-2. More here
